What is this document?
The legislation relating to the registration of births, deaths and marriages requires the Registrar General to lay before the Scottish Parliament a statistical Annual Report (called the Registrar General’s Annual Review of Demographic Trends).
But we do not have a statutory responsibility to report on our financial and other performance.
Nonetheless, the Scottish Public Finance Manual does require every public body to be accountable for its use of public funds. To meet this requirement and demonstrate how we have used our annual budget we have produced this Annual Performance Review of the financial year 2005-06 (our first edition – previously we reported performance in our annual accounts as a small section titled "Summary of Achievements"). When taken together, this document and our annual accounts (see www.gro-scotland.gov.uk/abotgros/grosra/accounts-for-the-year-ended-31-march-2006.html) serve the same purpose as a normal Annual Report.
This document has been generated by lifting planning and monitoring material used during year straight from GROSPlan (our comprehensive corporate planning tool). Although we have ensured that the material is in a presentable and understandable form we have not applied the additional effort that would be required to prepare a polished end product.
What is in this Document?
Section 3 provides some background to the General Register Office for Scotland (also see our website www.gro-scotland.gov.uk for a full description of our responsibilities and services).
Section 4 summarises the Department’s achievements for 2005-06. The section expands what the Registrar General has highlighted in his foreword (section 2), and summarises the objectives and key performance measures that are listed in detail for each business area in Section 7. The summary of achievements in Section 5 is reproduced in our annual accounts to make them free-standing at a high level.
Section 5 provides some headline corporate information relating to budgets and staffing.
Section 6 is the detailed part of this document and lists the outcomes for the key objectives and key performance measures that were set by each of the three business areas (Divisions) in GROS at the start of 2005-06.
Section 7 lists our longer term Strategic and Corporate objectives for 2006-09.
