5. Budget and Staffing

How is our budget set?

The budget for GROS is set and agreed annually by the Scottish Parliament through the Budget Bill. The Budget for 2005-06 was presented to Parliament along with budgets for Scottish Executive Administration, the National Archives of Scotland and the Registers of Scotland by the Permanent Secretary for the Scottish Executive.

What was our financial performance?

The table and chart below show our budget for 2005-06 and our outturn. Full details of our financial performance are in our annual accounts.

Corporate Services Division has the largest budget as this covers most central services and cross-cutting costs such as accommodation, utilities, IT infrastructure, postage and stationery. These costs are reapportioned at the end of the year to gain a more representative cost of operating the two business Divisions (details are provided in our annual accounts).

The table below shows our outturns for each of the previous 5 years. It is noticeable that there has been a consistent underspend on budgets up until 2005-06. This has been due to three main factors:-

How were our staff allocated?

The staff of GROS are in a common pool with staff from the Scottish Executive and share the same HR services. The average number of whole-time equivalent (WTE) staff employed during the year, attributed to business function, is shown in the table below.

Statistics

To make arrangements for taking periodic Censuses of Scotland’s population, and to prepare and publish demographic and other statistics.

To compile a database of Vital Events for the production of predefined and bespoke statistical outputs, and to maintain the National Health Service Central Register (NHSCR) of patients in Scotland for the Scottish Executive.

Registration

To administer civil registration of vital events – births and deaths, plus marriages, civil partnerships, divorces and adoptions – and the statutes relating to the formalities of marriage and civil partnerships, including the conduct of civil marriages and civil partnerships.

To make available public records about individuals to customers (eg genealogists).
